CN State Council Releases Action Plan to Effectively Cut Social Logistics Costs

The General Office of the Chinese Communist Party and the General Office of the State Council have issued the "Action Plan to Effectively Reduce Social Logistics Costs", with the main goal to cut the ratio of total social logistics costs to GDP to about 13.5% by 2027, lift the share of railway freight volume and railway freight turnover to around 11% and 23% by achieving new breakthroughs with the comprehensive transportation system reform, and cultivate a group of modern logistics enterprises with international competitiveness. The action plan proposed to encourage increased credit financing support, giving full play to various financial institutions as well as innovating financial products and services, while ramping up financing support for logistics enterprises. It encourages different financial institutions to provide long-term stable financing support to effectively cut social logistics costs. The plan also proposes promoting the digital and intelligent development of logistics, encouraging major logistics technology breakthroughs to facilitate the widespread application of technologies such as big data, 5G, and the BeiDou Navigation Satellite System and develop "AI + modern logistics". In addition, the plan encourages the development of new logistics models combined with platform economy, low-altitude economy, and unmanned driving, improving and optimizing management standards and norms, while supporting enterprises in commercial innovation applications. It aims to spur the innovative development of the logistics platform economy, encouraging logistics technology innovation platforms and leading enterprises to empower small and medium-sized logistics enterprises with digital intelligence.
