China's State Administration for Market Regulation (SAMR) recently issued the Regulations on the Supervision and Administration of Online Catering Service Operators' Implementation of Main Responsibility for Food Safety, which stipulate that food delivery merchants specializing in food delivery services without dine-in options must prominently display a 'No Dine-In' label on their main page.

The regulations also require food delivery platforms to verify and compare the business qualification information of food delivery merchants like their food operation permits against data held by provincial-level market regulatory authorities. Platforms must not provide services to merchants whose information fails verification. This regulation shall take effect on 1 June 2026.

MEITUAN-W (03690.HK) said that it will firmly support, strictly comply with, and fully implement all requirements, closely cooperating with catering merchants, partners in the upstream and downstream of the sector and others to build an intelligent and proactive food safety system, so as to promote social co-governance, and ensure food safety throughout the entire process.

Under the guidance of regulatory authorities, the platform has collaborated with ecosystem partners and all sectors of society to continuously build a '3+1+AI' food safety co-governance system, Taobao Instant Commerce stated.

JD Food Delivery responded by saying that the company consistently adheres to its 'quality food delivery' positioning, establishing multiple online and offline verification mechanisms such as video verification and rider supervision to reject 'ghost food deliveries' and ensure quality and food safety.
